    At the heart of many public health issues: tobacco control, road safety, sexual behaviour, alcohol and drugs, for example, the tension behind individual and group rights leads to protracted debate. In the current global moves for environmental measures to combat tobacco related disease, the old adage about the limits to personal freedom seems to be carrying particular weight in the arguments about passive smoking and the protection of workers in the hospitality industry.
