PIP: The activities of the Belize Family Life Association (BFLA) were summarized. BFLA recently became a member of the International Planned Parenthood Federation (IPPF), and in 1987 it received affiliation with the Caribbean Family Planning Association. The BFLA was established as a small clinic in 1986 by a group of women from Dangriga who believed that family planning services would enhance economic development. The organization expanded to include clinics in other districts: Punta Gorda, Orange Walk, Mayo, and center city in Belize City. Funding currently is from IPPF and 5 other major agencies. The aims of BFLA were to provide adequate and reliable family planning information and education and services. In 1993, the Three Year Work Program was set up to ensure that government would be involved in the provision of child spacing and reproductive health care services, and that there would be increased cooperation with other allied groups. The executive director, Ms. Jewel Quallo, desires that Belizeans embrace family planning as a natural part of their lives, so that "misery can be avoided," and that government have greater participation in the process of informing the citizenry. Belize is a country with a teenage fertility rate of 25% and a fertility rate of 4.5%. Contraceptive prevalence is low at 47%, and there is evidence of considerable unmet family planning need. FPA leadership is challenged to keep operations manageable and selecting between competing priorities. Currently, the focus is on teenagers in the school system and establishment of a teen center.
